Fan speed only half of what it should be

i have a Dell inspiron B120 laptop and i got a fan control program for it and i have it set to have the fan go high speed but it's only going about half (1900 - 2100 RPM) can someone please tell me how i can fix this or at least explain what the problem is. thanks in advance
